The Case for GTA VI’s Alleged $2B Budget: Development, Scope, and Tech

Breaking Down GTA VI’s $2B Budget: What’s Behind the Price Tag

Disclaimer: The article is based on leaks, speculations, and information provided by the GTA VI community and gaming analysts. Please take figures with a grain of salt.

How it all began

On September 18, 2022, a user on GTAForums.com known as “teapotuberhacker” aka Arion Kurtaj leaked download links for over 90 files containing early-stage development clips of GTA VI.

A few days later, on September 24, 2022, a user on Twitter posted alleged screenshots of a chat where Arion, the aforementioned hacker, had stated that GTA VI had been in development since 2014 and had a budget of over $2B. Ever since then, the speculation surrounding the total budget of GTA VI has mostly been driven by media outlets and fans of the world-renowned series on social media who have been repeating the figure for the past two years. However, a few industry journalists have shown skepticism towards it. Rockstar hasn’t confirmed any official figures related to the development or marketing costs of GTA VI. Therefore, the figures are largely unverified for now.

Here’s Why Some Believe It

Supporters of the $2 billion budget cite the long development cycle and the unprecedented scope of GTA VI. Leaks from Arion and a Bloomberg article, based on interviews with ex-employees at Rockstar, suggest that the game has been in development since 2014. A former Rockstar employee, David O’Reilly, stated in a recent YouTube video that he started working as an environment artist on GTA VI in 2018 as soon as Rockstar wrapped up the development of RDR2. However, the concept and pre-production stage of GTA VI may have begun in 2014, following GTA V’s launch.
Red Dead Redemption 2 followed a similar development cycle.Its concept and pre-production began in 2010, immediately after the release of Red Dead Redemption, even though full-scale development of GTA V had just begun at the time. Full-scale production of Red Dead Redemption 2 only began after the release of GTA V.

TECHNOLOGICAL MARVEL

The technological leap between GTA VI and GTA V far surpasses the advances we saw moving from GTA IV to GTA V. GTA V was built on the foundations of GTA IV with a bigger map, better visuals, improved lighting, reworked physics, and a greater draw distance. However, GTA VI completely redefines the open-world formula. GTA VI, powered by an upgraded RAGE engine, introduces the series to full ray tracing with Real-Time Global Illumination (RTGI) and Ray Traced Reflections (RTR) while blending in SSR to balance performance and visuals.
Hair rendering of characters appears to use a strand-based system, allowing it to respond naturally to motion and wind. Clothes animate independently based on the movement of the character, they drape and flutter instead of sticking rigidly to the character model. The characters themselves have details that are rarely seen in video games, like arm hair, facial pore highlights and sweat that makes light react differently with the skin depending on whether it’s moist or not.

The attention to detail in GTA VI is also quite significant as it takes advantage of its amazing physics and lighting. Here are a few examples of the level of detail in trailer 2 of GTA VI:The characters themselves are detailed with facial pore highlights, skin reacting differently with light based on how moist it is and arm hair casting their shadows.

MAP

Members of the GTA VI mapping community estimate that the game’s map is going to be 2.5 times larger than GTA V’s. Saukko505, a mapping analyst from the same community, claims that GTA VI is going to feature an urban area that is 2.5-3 times the size of GTA V’s. Additionally, he claims that Vice City Downtown area in GTA VI is expected to be 4 times bigger than the Los Santos Downtown in GTA V. The map will also feature a diverse array of environments compared to its predecessor, including marshlands, mountains, islands, cities, and industrial towns.

Why the Numbers Might Be Way Off

On the other hand, some journalists have expressed skepticism about the validity of the rumored budget. Even the most expensive live service titles, such as Star Citizen and Genshin Impact, have yet to touch the $1 billion mark in development and marketing costs.

According to various analysts, previous Rockstar games like GTA V and Red Dead Redemption 2 had inflation-adjusted development and marketing budgets of $283-338 million and $471-687 million, respectively. Although these are massive budgets for a game, it’s still far from $2 billion.

Even the most expensive film, “Star Wars: The Force Awakens” had an inflation-adjusted budget of $593 million, showing how rare it is for any entertainment project to approach the billion-dollar mark, let alone surpass it.

It’s plausible that the $2 billion figure includes more than just core development. It could also cover the cost of development of Rockstar’s proprietary RAGE engine, the marketing budget, long-term projections such as post-launch content, server infrastructure, and support for GTA VI Online after the release.

Potentially the Biggest Launch in History

GTA VI is potentially going to be the biggest video game launch in history. DFC Intelligence, a research and consulting firm for the video game market, estimates that the game could bring in around $3.2 billion in its first year, while another analyst, Joost Van Dreunen, puts the figure closer to $2.7 billion. For comparison, GTA V had generated $800M within 24 hours of its release, which turned into $1B within the first three days of its release.

Rockstar will be heavily banking on GTA VI’s Online mode following GTA V’s wildly successful multiplayer by providing microtransactions and post-launch content. The trailers of GTA VI have already smashed multiple records on YouTube, with Trailer 1 being the most viewed non-music YouTube video in 24 hours as well as the most liked game trailer in 24 hours.

GTA VI has won 2 awards as well, the Most Wanted Game at the Golden Joystick Awards and the Most Anticipated Game at the Game Awards in 2024. Whether you are in it to explore the single-player story or the multiplayer sandbox, GTA VI is going to be the biggest release of the year or possibly of all time.

Release Date Update:

Rockstar has postponed the release of GTA VI in its recent trailer to May 26, 2025.
